The WHO estimates that 1% of the world’s population is in need of a wheelchair [5]. It is important that a country has accurate and updated information on the needs of people with mobility impairments, including where they live, to be able to propose informed policies, strategies, action plans, and monitoring and evaluation plans since matching appropriate technology to the needs of the person is the primary goal [27]. Appropriate information systems are necessary to meet this goal [32]. It is essential that users be seen as highly differentiated by their mobility needs. In addition, it is necessary that wheelchair users (and their families) are involved in all stages of the assistive technology process, including assessment, provision, monitoring and evaluation; and policy-making [27] [32].
